Israeli Civil Administration Announces Plans to Build More Settlements in South Hebron Hills
The Israeli Civil Administration has announced plans to expand illegal settlements in the south Hebron Hills, building industrial parks, a medical center, and markets. They claim that this will benefit of the Palestinian people. However only the settlers already living illegally in the area will benefit from such a project and the project will serve to further entrench the occupation. Carrying out such plans will involve the demolishing Palestinian houses, effectively displacement of around 1,200 Palestinians.
All the settlements on the occupied Palestinians land are illegal under international law, article 49 of the Geneva Convention, violating Palestinians’ right to autonomy over their land.
While the Israeli Civil Administration is planning to expand illegal settlements, Palestinians face severe restrictions from carrying out any kind of construction. Palestinians wanting to build, even on their own private land, must apply for a permit. Permits are rarely given. Between 2010 and 2014 only 1.5% of permit applications were approved. Palestinians families are then forced to build without permits, and regularly are served with a demolition order. 2016 has already seen more demolitions of Palestinian buildings and private and public structures than occurred during the entire year of 2015. This year over 72 homes have been destroyed leaving 1,020 Palestinians displaced.
The construction plans of the Israeli Civil Administration will never benefit the Palestinians, but are instead a method to annex more Palestinian land.
